I've seen things like this as precursors to more serious discrimination problems. Language laws and forbidding certain types of expression (such as flying or burning flags) are starting points for sliding down the slippery slope of loss of freedoms. Maybe at some point I'll be able to post some of the research I've been doing for this human rights violations paper that will show you exactly what I'm talking about.
